I think you're thinking of some variation on Hill Assist (I think that's the name Land Rover or Nissan uses). It's similiar in concept to ABS, in that it applies brakes to various wheels depending on slippage while descending a hill.
ABS is meant for on-road usage to prevent lockups. I believe ABS was offered on at least one trim level on the TJ years ago, but I don't believe it's currently available. Also, nothing like Hill Assist is offered. BUT... you don't need it. When 4wd is engaged, you have the benefit of engine compression and gearing to prevent uncontrollable speed.
I could go on a rant here about the evils of Hill Assist in many scenarios (and ABS, for that matter), but ABS probably has saved the lives of many average drivers. Hill Assist, I have no experience with. I personally just like simplicity and the thought of an algorithm running on a microprocessor making braking decisions for me leaves me nervous... and I'm a software engineer. I much prefer mechanical solutions. Hill Assist is a solution to a problem that was solved long ago.
